Executive Summary MCR is seeking an MSP partner to support its contingent workforce program. While the initial request centers on staffing operations, the underlying need is significantly broader.MCR requires a systems -oriented MSP capable of orchestrating the end-to-end Procure -to-Pay workflow across Dayforce, Simplify, and Coupa. Workspend proposes a solution that addresses not only the operational ‘soft’ components of contingent labor oversight,but the architectural, data, andoperational governance challenges that currently prevent MCR’s program from functioning at scale. Our approach delivers the integration strategy, workflow design, reporting infrastructure, and change management leadership that MCR cannot obtain from a traditional MSP. Background MCR manages a contingent workforce of approximately 360 active workers, with the potential to scale to 1,000+ across 40 –70 suppliers. The organization leverages SimplifyVMS with integrations to Dayforce and Coupa. Despite these tools, the contingent laborprogram lacks a cohesive workflow, consistent data flow, and a procurement function to govern the process. MCR is seeking an MSP to provide operational support, vendor management, and reporting. However, the true requirement is deeper:MCR needs a partner who can architect, manage, and enforce the technical and procedural backbone of the contingent labor lifecycle. Current Workforce Challenges MCR’s challenges stem from systemic disconnects rather than isolated operational issues. The following complications are driving inefficiency, risk, and financial exposure: •Disconnected Systems : Dayforce, Simplify VMS, and Coupa do notmanage data orcommunicate in ways that support a reliable, coherent, joined -up Procure -to-Payprocess . •Insufficient Reporting Infrastructure : Dashboards alone do not meet their needs. •Contractor Onboarding : Current onboarding requires manual entry, dummy profiles, and no standardized workflow. 2

•Change Management + Adoption : MCR’s lean internal structure means no internal capacity for change management, adoption, or workflow design . •High Risk of Double Payments : 2 Without upstream validation, MCR face s duplicate invoices , misaligned hours , incorrect vendor billing . If these gaps remain unresolved, MCR will continue to face operational, financial, compliance, and scalability impacts. When data lacks coherence at this level, the organization becomes less able to serve stakeholders, anticipate change, answer emerging questions, or optimize day -to-day operations. Pricing Assumptions Workspend is delivering this program based on an expected minimum of $300,000 in annual MSP revenue. This level of revenue supports the dedicated resources, systems, and fixed operational costs required to manage the program effectively. MSP revenue will be measured on a calendar -year basis, with the first year prorated from the program launch date. Workspend will track progress toward this minimum throughout the year and provide regular updates. If the minimum annual revenue is not met, any shortfall will be invoiced to MCR after year -end. This pricing is valid for 120 daysfrom the date of this proposal.
